Recently, Datang Telecom’s corporations, including Datang Microelectronics, Datang Software, Beijing Datang Kaitong, Beijing Datang Zhicheng, Shanghai Uniscope Electronics and Chengdu Datang Cable, first pass the state new and high tech enterprises recognition and are respectively recognized as "Beijing 2008 new and high tech enterprise", "Shanghai 2008 new and high tech enterprise", and "Sichuan 2008 new and high tech enterprise", which puts a successful ending to Datang Telecom’s hard work over the year of 2008.

 

It is learned that the recognition of new and high tech enterprises came within the purview of municipal science and technology departments, but without a unified standard. A new tax law enacted early in 2008 requires that all enterprises should re-declare their new and high tech enterprises. In April 2008, the measures for the recognition and administration of new and high tech enterprises jointly issued by Ministry of Science and Technology, Ministry of Finance, and State Administration of Taxation made a unified standard for the recognition of new and high tech enterprises, according which, the recognition of new and high tech enterprises should be implemented by provincial science and technology departments within strict conditions and procedures.

Compared with the original, the requirement of new measures is more stringent and detailed, and highlights the independent core intellectual property rights; there is no enterprises can be recognized as new and high tech enterprises without intellectual property rights. Enterprises qualified for the recognition of new and high tech enterprises will receive the support from the state; they may apply to enjoy the preference of paying income tax at a 15% rate with deduction of 150% of research and development costs in income tax, and other new policies for three years (including 2008).
